Pennsylvania LIHEAP: how it works

LIHEAP is the Low Income Home Energy Assistance Program. In Pennsylvania it gives a one-time cash grant of $200 to $1,000 toward your heating bill, based on your household size, income and fuel type. The grant goes straight to your heating oil company, not to you, and you don’t pay it back.

The 2026–27 season is scheduled to open November 2, 2026. Funding is limited, so apply as soon as it opens.

To apply:

  1. Apply online, by phone or in personOnline through COMPASS, on the LIHEAP Hotline at 1-866-857-7095 (weekdays; TTY 711), or at your County Assistance Office.
  2. Name us as your oil companyList American Energy Supply, vendor ID #102719853, as your heating oil supplier.
  3. Renting? You can still qualifyIf your heat is included in your rent, you may need extra paperwork, such as your lease.
  4. Out of oil? Say soIf you’re out of oil or have less than a 15-day supply, tell them when you apply so it’s handled as a crisis.

Who qualifies in Pennsylvania

Pennsylvania sets LIHEAP income limits at 150% of the federal poverty level. Count the income of everyone in your household. These are the yearly limits posted by the state Department of Human Services:

Household sizeYearly income limit
1 person$23,940
2 people$32,460
3 people$40,980
4 people$49,500
5 people$58,020
6 people$66,540
7 people$75,060
8 people$83,580

Each additional person: add $8,520. Limits are set each season, so check COMPASS for the current numbers.

Crisis grants: out of oil or close to it

A crisis grant is separate from the cash grant. It’s for emergencies: you’re out of oil, you have less than a 15-day supply, or your heating system is broken and needs repair.

If you haven’t applied for LIHEAP yet this season, apply and tell them you’re out of oil or running low. If you’ve already received your cash grant, call your County Assistance Office to report the emergency. Pennsylvania says help with heating emergencies is available 24 hours a day.

Then call us at 610-494-4874 so we know you’re out. Emergency same-day delivery is available in some areas. Here’s what to do if you run out of heating oil.

Delaware: DEAP through Catholic Charities

In Delaware, LIHEAP runs as the Delaware Energy Assistance Program, or DEAP, and Catholic Charities takes the applications. Winter heating help covers October 1 to March 31 for homeowners and renters, including homes that heat with oil or kerosene. Income is capped at 60% of Delaware’s state median income.

Crisis help is open all year if your oil tank is at 10% or less, or if you have a shut-off notice or past-due energy bill. For delivery in New Castle County, see heating oil delivery in Delaware.

How to apply in New Castle County

  1. Apply online through Catholic Charities and upload your documents. Incomplete applications aren’t processed.
  2. First-time applicants, and households of 10 or more, book an intake appointment instead. New Castle County office: 2601 W. 4th St., Wilmington, DE 19805, 302-654-9295.
  3. Name American Energy Supply as your heating oil company.

Have these ready: photo ID for every adult; Social Security cards for everyone in the house older than 6 months; proof of income, such as your last 3 months of pay stubs or your benefit award letters; proof of your Delaware address; and your current electric, gas or propane bills.

Call early. The offices get busy once the weather turns cold.
